We will ensure that China’s manufacturing sector is independent and controllable, secure and efficient, upgrade its industrial base and modernize its industrial chain, keep the share of the manufacturing sector basically stable, enhance its competitive edge, and promote high-quality development of the sector.
Section I Strengthening Capacity Building for Industrial Infrastructure
We will carry out the project to rebuild the industrial infrastructure, and move faster to improve the bottleneck areas such as basic spare parts and components, basic software, basic materials, basic processes, and industrial and technological infrastructure. Relying on leading enterprises in the industry, we will intensify efforts to tackle key problems in important products and key core technologies, and accelerate breakthroughs in engineering and industrialization. We will fully implement smart and green manufacturing projects, develop new models of service-oriented manufacturing, and make manufacturing high-end, intelligent, and green. We will foster clusters of advanced manufacturing industries, and promote the innovative development of industries such as integrated circuits, aerospace, shipbuilding and ocean engineering equipment, robotics, advanced rail transit equipment, advanced electric power equipment, construction machinery, high-end CNC machine tools, and medicine and medical equipment. We will transform and upgrade traditional industries; improve the distribution and structural adjustment of raw material industries such as petrochemicals, steel, non-ferrous metals, and building materials; increase the supply of quality products such as light industry and textiles; accelerate the transformation and upgrading of enterprises in key industries such as chemical engineering and paper making; and improve the green manufacturing system. We will build demonstration factories for smart manufacturing and improve the standard system for smart manufacturing. We will strengthen the protection of factors of production and provide efficient services, consolidate and expand our achievements in cutting taxes and fees, lower the cost of production and operation for enterprises, and make manufacturing more rooted in China and more competitive. We will increase the capacity and efficiency of industrial land use and promote new models of industrial land use. We will expand medium – and long-term loans and credit loans to the manufacturing sector, increase loans for technological upgrading, and encourage equity investment and bond financing to favor the manufacturing sector. The added value of strategic emerging industries will account for more than 17% of GDP.
Section 1 Constructing the New Pillar of Industrial System
We will focus on strategic emerging industries such as new-generation information technology, biotechnology, new energy, new materials, high-end equipment, new-energy vehicles, green and environmental protection, and aerospace and Marine equipment. We will accelerate the innovative application of key and core technologies, enhance our ability to guarantee factors of production, and foster and strengthen new drivers of industrial development. We will promote integrated innovation in biotechnology and information technology, accelerate the development of industries such as biomedicine, bio-breeding, biomaterials, and bio-energy, and make the bio-economy bigger and stronger. We will deepen the promotion and application of the BDS and promote high-quality development of the BDS industry. We will deepen the project to develop national strategic emerging industrial clusters, improve the mechanisms for organizing, managing and professionalizing industrial clusters, develop a complex of innovation and public services, and build a number of growth engines for strategic emerging industries that have their own characteristics, complement each other’s strengths, and have a reasonable structure. We will encourage technological innovation and enterprise mergers and reorganizations, and prevent low-level and redundant construction. We will give full play to the guiding role of industrial investment funds and increase financing guarantees and risk compensation.

Organize and implement plans for future industry incubation and acceleration, and plan the layout of a number of future industries in such cutting-edge technologies and industrial reform fields as brain-like intelligence, quantum information, gene technology, future network, deep-sea and space-space development, hydrogen energy and energy storage. We will focus on supporting and stabilizing the manufacturing sector, consolidating industrial and supply chains, and further improve the VAT system. We will adjust and optimize the scope and rate of consumption tax collection, move forward the process of tax collection later and steadily lower it at local levels. We will standardize and improve tax incentives. We will advance legislation on real estate tax, improve local tax systems, and gradually expand local tax administration powers. We will deepen reform of the tax collection and administration system, develop smart taxation and promote the modernization of tax collection and administration.
Section 3: Deepening the supply-side structural reform of the financial sector

We will follow the path of socialist rural revitalization with Chinese characteristics, fully implement the rural revitalization strategy, strengthen industry to support agriculture and urban areas to support rural areas, foster a new type of relations between industry and agriculture and between urban and rural areas in which industry and agriculture reinforce each other, urban and rural areas complement each other, develop in a coordinated way, and achieve common prosperity, and accelerate the modernization of agriculture and rural areas.
We will continue to strengthen the position of agriculture as the foundation of the economy, deepen supply-side structural reform in agriculture, strengthen quality orientation, and promote the revitalization of rural industries.
Section I: Enhancing the Comprehensive Agricultural Production Capacity
We will strengthen the foundation of grain production capacity and ensure the safe supply of major agricultural products such as grain, cotton, oil, sugar, meat, and milk. We will optimize the distribution of agricultural production and develop industrial belts and areas with competitive agricultural products. We will give high priority to rural development in socialist modernization, improve the ecological space for production and life, continue to improve the appearance of villages and the living environment, and build a beautiful and livable countryside.
Section One: Strengthening the Planning and Guidance of Rural Construction
We will coordinate the planning and construction of towns and villages at the county level, taking into account land use, industrial development, construction of residential areas, improvement of the human settlement environment, ecological protection, disaster prevention and reduction, and historical and cultural inheritance. We have launched a campaign to improve rural living environments, and steadily solved prominent environmental problems such as “garbage enclosing villages” and black and smelly water bodies in rural areas. We will promote the local sorting and recycling of rural household garbage, and step by step promote the treatment of rural household sewage, with the focus on township government residences and central villages. We will support efforts to promote the rural toilet revolution in accordance with local conditions. We will promote comprehensive improvement of rural water systems. We will effectively reduce the burden on village-level organizations. We will leverage the exemplary role of national pilot zones for integrated urban-rural development and pilot zones for rural reform.

We will improve the system for ensuring investment in agriculture and rural areas, and increase central government transfer payments, land transfer revenues, and local government bonds to support agriculture and rural areas. We will allow people who seek employment or start businesses in their townships to settle down in their hometowns and enjoy relevant rights and interests, and establish a system for researchers to work part-time and pay part-time salaries in their townships and start businesses when they leave their posts.
We will establish and improve mechanisms to help low-income people in rural areas and underdeveloped areas, maintain overall stability in major assistance policies and fiscal input, and continue to promote the development of areas that have been lifted out of poverty.
Section 1: Consolidating and Improving Poverty Alleviation Achievements
We will strictly implement the requirement that “no responsibility, no responsibility, no assistance, no oversight, no responsibility”, and establish a sound long-term mechanism for consolidating and expanding the achievements of poverty alleviation. We will improve the One Belt And One Road risk prevention and control system and security guarantee system, strengthen legal service guarantee, and effectively prevent and defuse all kinds of risks.
Section four: building a bridge of mutual learning among civilizations
We will deepen people-to-people and cultural cooperation in public health, digital economy, green development, science, technology, education, culture and the arts, strengthen exchanges between parliaments, political parties, and non-governmental organizations, and increase exchanges among women, youth, and people with disabilities, so as to foster a pattern of diverse and interactive people-to-people exchanges. We will carry out the “One Belt And One Road” action plan for science, technology and innovation, and build a digital and innovation Silk Road. We will strengthen exchanges and cooperation on climate change, maritime cooperation, wildlife protection and desertification prevention and control, and promote the building of a green Silk Road. We will actively cooperate with One Belt And One Road countries in medical and health care and the prevention and control of infectious diseases, and build a health Silk Road.
We should hold high the banner of peace, development, cooperation and mutual benefit, adhere to an independent foreign policy of peace, promote the building of a new type of international relations, and make the global governance system more just and equitable.
Section I: Maintaining and Improving the Multilateral Economic Governance Mechanism
We will uphold the multilateral trading system, take an active part in the reform of the World Trade Organization, and resolutely safeguard the status of a developing member. We will encourage the G20 and other institutions to play their role in international economic cooperation, take a constructive part in economic governance cooperation in APEC, BRICS and other mechanisms, and put forward more Chinese initiatives and plans. We will encourage major multilateral financial institutions to deepen governance reform, support the Asian Infrastructure Investment Bank (AIIB) and the New Development Bank (NDB) in playing a better role, and enhance their capacity to participate in international financial governance. We should give high priority to improving the quality of the people, build a high-quality education system and an all-around and full-cycle health system, optimize the population structure, expand the quality dividend of the population, and raise the level of human capital and the capacity for all-round development of the people.
We will fully implement the Party’s policy on education, give priority to the development of education, cultivate people through virtue, raise students’ literacy, awareness of social responsibility, and practical skills, and train them to be socialist builders and successors who develop morally, intellectually, physically, aesthetically, and diligently.
Section I: Promoting Equal Access to Basic Public Education
We will consolidate basic and balanced achievements in compulsory education, improve standards for running schools, and promote high-quality and balanced development of compulsory education and the integration of urban and rural areas. We will speed up the expansion of urban schools and ensure equal access to basic public education services for children of rural migrant workers. Section Four: Building a contingent of high-quality and professional teachers
We will establish a high-level modern teacher education system, strengthen teachers’ ethics, improve the policy system for teacher management and development, and enhance teachers’ ability to teach and educate students. We will focus on developing a number of bases for teacher education, support high-level comprehensive universities in conducting teacher education, improve the system of publicly funded education for normal university students, and advance the reform of exempting post-graduate students in education and publicly funded normal university students from examinations and recognizing the qualifications of teachers. We will deepen the reform of education evaluation in the new era, establish and improve education evaluation systems and mechanisms, develop quality-oriented education, and pay more attention to cultivating students’ patriotism, innovative spirit and healthy personality. We will adhere to the principle of public welfare in education, increase funding for education, reform and improve the management system for the use of funds, and improve the efficiency of the use of funds. We will ensure and expand school autonomy, improve the internal governance structure of schools, and guide the public to participate in school governance in an orderly manner. We will deepen comprehensive reform of examination and enrollment. We will reform the disease prevention and control system, and strengthen the functions of monitoring and early warning, risk assessment, epidemiological investigation, inspection and testing, and emergency response. We will improve the quality and scale of the training of medical personnel, increase the number of doctors in paediatrics and general practices who are in short supply, and increase the number of registered nurses to 3.8 per 1,000 people. We should attach equal importance to traditional Chinese medicine and Western medicine and draw on each other’s strengths, and vigorously develop traditional Chinese medicine. We will improve the TCM service system and give full play to the unique advantages of TCM in disease prevention, treatment and rehabilitation. We will strengthen the integration of traditional Chinese and western medicine and promote the development of ethnic minority medicine. We will strengthen the construction of public health and environmental infrastructure, promote the improvement of urban and rural environmental sanitation, and strengthen the control of disease vectors. We will intensify efforts to create healthy cities and towns. Strengthen health education and popularization of health knowledge, establish good eating habits, stop food and beverage waste, carry out tobacco control and alcohol control actions, resolutely put an end to bad habits such as excessive eating of wild animals, and popularize living habits such as eating chopsticks for meals and garbage sorting.

We will work to unify the systems of basic public services between urban and rural areas and between regions, and effectively link their quality and level. We will establish and improve a standard system for basic public services in areas such as public education, employment and entrepreneurship, social insurance, medical and health care, social services, housing security, public culture and sports, preferential treatment for entitled groups, and services for persons with disabilities. Section Three: Improving the Public Service Policy Guarantee System
We will improve the structure of government spending and give priority to ensuring basic public services to strengthen areas of weakness. We will clarify the powers and spending responsibilities of the central and local governments in the field of public services, and increase financial support from the central and provincial governments in providing basic public services. We will put more public service projects on the guiding list of government procurement of services, increase government procurement, and improve preferential policies on fiscal, financing, and land use. We will put in place a regular mechanism to help stabilize enterprises and make good use of employment subsidies and unemployment insurance funds in a coordinated way. We will improve the coordination mechanism between labor-importing regions and labor-exporting provinces, and strengthen the precise cross-regional coordination of labor forces. We will improve the lifelong skills training system and continue to carry out vocational skills training on a large scale. We will fully implement the campaign to improve vocational skills and the special training plan for key groups, and provide extensive skills training for employees working in new forms and models of business to effectively improve the quality of training. We will implement the action plan to expand the middle-income group, and steadily increase the proportion of the middle-income group with the focus on college and vocational college graduates, skilled workers, and migrant workers. We will increase regulation of taxation, social security, and transfer payments with greater intensity and precision, give full play to the role of charity and other secondary distribution, and improve the distribution of income and wealth. We will improve the direct tax system, improve the individual income tax system that combines comprehensive taxation with categorization, and strengthen tax regulation and supervision over high-income individuals. We will make social security benefits and services more equitable and accessible, and improve the dynamic adjustment mechanism for social security benefits.
