At 16:00 on June 13, 2020, a tanker truck of liquefied petroleum gas (LPG) transport tank exploded on the off-ramp of Wenling West exit in Wenzhou direction of Shenzhen-Hai Expressway, causing 20 deaths and 175 hospitaltreatment, among which 24 people were seriously injured.
According to the provisions of the Zhejiang provincial government, transport authorities should divide transport enterprises into three levels of security code, such as blue, yellow and orange, according to the dynamic evaluation score. Transport enterprises shall unify property rights relations, labor relations, transportation and production organizations, financial management and management responsibilities, and shall prohibit affiliated operations.
At the same time, dangerous goods road transport enterprises are prohibited from hiring drivers who have drunk driving records, drug taking records, criminal records of dangerous driving, or drivers who have died in traffic accidents of the same responsibility (including above) in the past three years. Relevant government departments have established an information sharing and verification mechanism for road transport practitioners of dangerous goods, and implemented the management of safety codes for practitioners. Dangerous goods road transport enterprises shall strengthen labor protection, psychological counseling and humanistic care for their employees, and prevent drivers with occupational taboo certificates and mental and physical discomfort from taking up post work.
The Zhejiang government pointed out that it would strengthen the management of dynamic vehicle monitoring and satellite positioning service providers. Strengthen atmospheric pressure tank inspection, market supervision departments take the lead to formulate relevant standards, clear atmospheric pressure tank inspection cycle. Reasonably set up road access routes, set up special lines or lanes connecting the entrances and exits of expressways, docks, etc., and strengthen risk early warning and control.
