According to the guideline, poverty alleviation is not the end, but the starting point for a new life and a new struggle. After winning the battle against poverty and completing the building of a moderately prosperous society in all respects, we need to consolidate and expand our achievements in poverty alleviation, do a good job on rural revitalization, and continue to promote the development of poverty alleviation areas and the improvement of people’s lives. It is important to build a new pattern of development in which domestic cycles play a major role and domestic and international cycles mutually reinforce each other. It is important to build a modern socialist country in all respects and to achieve the second centenary goal. The Opinions pointed out that fiscal input policies should be well coordinated. On the premise of maintaining overall stability of fiscal support policies during the transition period, we will appropriately arrange the scale of government input, improve the structure of expenditures, and adjust the focus of support in light of the need to consolidate and expand the achievements of poverty alleviation and rural revitalization and the financial situation. We will retain and adjust and optimize the original special government funds for poverty alleviation, focus on supporting areas that have been lifted out of poverty to consolidate and expand their achievements in poverty alleviation and rural revitalization, give appropriate preference to key counties for national rural revitalization, and gradually increase the proportion of poverty alleviation funds used for industrial development. Local governments should make good use of the policy of linking the increase in the amount of land used for urban and rural construction with the decrease in the amount of land used for construction, balance local financial resources at their disposal, and support the repayment of funds from the relocation of poor people from inhospitable areas during the 13th Five-Year Plan period. Assistance and assistance to rural low-income population will be supported through existing funding channels. In the first three years of the transition period, counties that have been lifted out of poverty will continue to implement the pilot policy of overall planning and integration of funds for agriculture and rural development, which will be adjusted to counties that are key to helping rural revitalization. During the transition period, relevant preferential tax policies for poverty alleviation will be extended.

The Opinions put forward that financial services policies should be well coordinated. Continue to play the role of refinancing, and the existing refinancing assistance policy will remain unchanged during the renewal period. We will further improve microcredit policies for people lifted out of poverty. For those who have large loan capital needs and meet the loan conditions, they are encouraged to apply for entrepreneurial guarantee loan policy support. We will increase credit and insurance support for industries with competitive features in poverty-stricken areas. We will encourage local governments to develop insurance for agricultural products with advantages and special features in light of local conditions. We will continue to implement the “green channel” policy for listing enterprises in poverty-stricken areas. We will explore the linkage between futures and options on agricultural products and agricultural insurance.
